ENESCOM Final Conference was held in Monteveglio (Italy) on the 16th of November 2012 and was attended by all the Project Partners, the Mayors of the Unione di Comuni Valle del Samoggia, and representatives of the Region Emilia Romagna Energy Department.

Monteveglio's Mayor Daniele Ruscigno opened the Conference expressing his satisfaction about the project results and stressing the importance of the commitment of local communities to contrast green house emissions. Thanking all the Partners and the technicians he wished to see a continuation of ENESCOM effort in the immediate future.

The Croatian Partner, responsible for the monitoning activities, presented a complete report on what ENESCOM produced in the different countries. The results are summarized in the Final Document available for download here.

The Conference was also an opportunity to meet some valuable experiences told by the protagonists (see rerefences below) and for the premiere of the short documentary (co-production ANCI-ENESCOM you can now see on YouTube) which was very much appreciated by those present.

 

The lead partner Unione di Comuni Valle del Samoggia and all the ENESCOM staff wish to thank all the Partners for their work and collaboration and all the people that were involved in the project in the last 30 months of activities. We hope that the collective effort we made will prove as a good starting point for all our communities.

Final Conference and Meeting

The ENESCOM project will held the Final Meeting and Conference on the 15th and 16th November 2012 in Monteveglio (Italy).

The international partners will meet on the 15th to conclude their activities and discuss the results of the project (this event will be reserved for the project partners only).

The Final Meeting, open to the general public, will open ENESCOM's doors to a wider audience on the 16th of November 2012 to share achievements and lesson learned during the project.

The program will include the presentation of the short documentary "A Covenant for the Future" that was realized in cooperation with EnercitEE, ANCI ER and Regione Emilia Romagna.

EU emissions in 2011

Good news. Emissions of greenhouse gases in the European Union (EU) fell on average by 2.5 % from 2010 to 2011, although several countries increased emissions. Almost all European countries are individually on track towards their commitments under the Kyoto Protocol compared to last year, according to two reports published today by the European Environment Agency (EEA).

2nd meeting regarding the Covenant of Mayors within ENESCOM project

On 28th of September in Kranj RRA Mura organised the second meeting regarding the Covenant of Mayors within the ENESCOM project. The preparation and implementation of the Sustainable Energy Action Plans (SEAP’s) was the main content of the meeting. Their experience in preparation and execution of SEAP’s were presented by three Slovenian municipalities: Ljubljana, Velenje, and Lendava. The latter prepared its SEAP in the framework of ENESCOM project. How the SEAP’s are prepared and executed in their countries was presented by representatives of Croatia and Malta. The meeting was attended by more than 30 mayors or representatives of the municipalities from Slovenia, Croatia, Italy, Slovakia, Greece, and France.

We are extremely proud that the meeting shall also be addressed by Ms. Elodie Bossio from the CoMO Office in Brussels that will give a presentation on the Covenant of Mayors initiative.  For this meeting we have issued invites to all the 69 local councils of Malta and Gozo, NGO’s dealing with energy and the general public.  Two adverts were published on the Times of Malta newspaper, the most read newspaper in Malta, so as to encourage interested persons to attend.

ENESCOM Project at the 2012 Malta Trade Fair

For the very first time the Local Councils' Association is participating in the Malta Trade with a stand featuring various EU funded project where the Local Councils' Association is partners in.  The Malta Trade Fair is a very important event in the Maltese calendar, where more than 50,000 persons visit the event on a period if 12 days starting on Wednesday 27th June 2012 till Sunday 8th July 2012.

One of the projects that is giving importance in the Local Councils' Association stand is the ENESCOM Project.  Interested persons who visit our stand have the opportunity to discuss issues related to energy efficiency and explaining the projects’ aims and objectives especially concerning the Covenant of Mayors.  For this occasion the Local Councils' Association produced 5,000 ENESCOM brochures to be disseminated to those visiting the stand.  Interested persons are also given:

-          ENESCOM Leaflet produced by the LCA

-          Energy Posters

-          Energy information booklets

-          Informative leaflets

The stand was also visited by the Prime Minister, Dr. Lawrence Gonzi and Dr. Joseph Muscat, leader of the Labour Party on separate occasions.  Both leaders had words of praise for the work that is being carried out by the Local Councils' Association especially in the field of energy by encouraging, involving and supporting local councils in initiatives such as the Covenant of Mayors.

The stand is proving to be a major success for the Local Councils' Association according to the response we are getting form those visiting our stand.  By means of such exposure we are targeting a various range of people from different age groups from different areas.

ENESCOM School didactic action III. in the Péter Veres Elementary School of Nagyhegyes (HUNGARY)

By the initiative of KEK Foundation the Hungarospa Zrt. of Hajdúszoboszló invited the interested students of the Péter Veres Elementary School of Nagyhegyes to an informative visit in the topic of energy efficiency and CO2 emission reduction.  During the visit on the 4th of June, 2012 the children had a look at the operating renewable gas engine that produces heat and electricity, the transformer station operating on green electricity, the thermal well that transports the thermal water for the spa, and the methane that is burned in the gas engine and is an accompanying gas for thermal water to the ground surface.  The leader of the group was Mr. Sándor Erdődi, the energy expert of the spa. The gas engine investment contributes to the reduction of CO2 emissions of the spa complex with enormous energy consumption. The gas engine investment is a good indicator of the environment friendly mentality of the owners of the spa and an important step towards sustainable tourism.

KEK Foundation with the support of the IEE ENESCOM project presented a pocketbook with the logo of the project to each child to note the given information.

ENESCOM School didactic Action II. in the Péter Veres Elementary School of Nagyhegyes (HUNGARY)

The junior class students of the Péter Veres Elementary School of Nagyhegyes were taking part in an energy efficiency environmental protection street chalk drawing competition on the 15th of June 2012. The competition was titled to “What do you think about energy?” and organised by the cooperative work of KEK Foundation and the Péter Veres Elementary School. The pupils worked in groups of 4 on their artworks in the topic that became familiar to them due to the informative lessons by their teachers. The students therefore got acquainted with this key environmental protection topic by the method of learning through entertainment.

All together 30 groups coloured a street with the artworks in the settlement therefore the citizens could have a look at the artworks during and after the contest. The drawings proved the knowledge of the young students in the topic. The jury of 4 members announced I.,II. and III. place in the age group of the 1-2., and the 3-4. class students.  The prizes were provided by KEK Foundation with the support of the IEE ENESCOM project and were practical articles for use for the children with the logo of the project.

The senior class students of the Péter Veres Elementary School of Nagyhegyes were visiting the Hungarospa spa complex on the 13th of June 2012 by bicycle in terms of energy efficiency and the reduction of harmful air polluting gases.  The spa acted as a location for a pleasant leisure time for the children at the end of the school year that has an excellence of environmental friendly, RES based operation as well.

There were some 100 student participating in the bicycle tour with the lead of their form masters. KEK Foundation by the support of the IEE ENESCOM project presented a baseball hat with the logo of the project for each participant.

Last days to be one of the participant of the "Potoforchange in Europe" competition: all entries must be received by 30th April 2012 at 12 o’clock.

The competition aims to inform, raise awareness and mobilise young people and students of Italy, Croatia, Greece, Hungary, Poland and Sweden on the themes of energy transition, the greening process of the economy, the reduction of local carbon footprint to promote the change towards a more sustainable and environmental friendly living throughout Europe.

The selected photographs will be published in a catalogue, publicized on City_SEC project website, www.citysec.eu and on the main Eu website on energy topics. Moreover they will be exposed during the project final event in Bruxelles, and in all project countries during the Zero Emission Day organization.

Energy efficient urban development

 

KEK Foundation and ENEREA North Great Plain Energy Agency organized a common Energy Café event in Hungary in the centre of the North Great Plain Region, Debrecen. The aim of the meeting was to handle information and to form the approach of the wider public about energy efficiency in urban development. Madrid: interim meeting

The third interim meeting of the project is taking place in Madrid today (22nd and 23rd March) to discuss about this final run of our activities.

All the partners are present and main issues are Energy Front Offices activities in each country and SEAPs development and methodology. Data collected show that the job of the Front Offices is developing well with the operators planning for the next months information and dissemination activities.

The variety of approaches has been shared amongst the partners in order to exchange experiences and suggestion on how to approach the different local situation.

Concerning the SEAPs, all the partners are working on the data collections and supporting local administration in their effort to create viable and effective actions plans.

As always, concerns about the present economical crisis emerged, are present in our every day working activity and in the minds of administrators and stakeholders. Investments are more difficult and uncertainty is a threat that prevent a clear view of the future.

Nevertheless the Enescom team is trying to identify every possible positive aspect of “acting now” and the work is proceeding despite difficulties.

IT - Six Mayors for the Covenant

The six mayors of the Unione di Comuni della Valle del Samoggia signed this week the "Covenant of Mayors" committing their Municipalities to achieve ambitious targets for reducing CO2 emissions by 2020.

This is a responsible act that looks to the future. By joining the Covenant the Mayors acknowledges the absolute importance of sustainability of human activities, without which there is no prospect of prosperity for our communities. On the contrary, in the commitment to sustainability we may discover opportunities and paths of prosperity in balance with resources.

 

Meeting in Malta

The partners of the ENESCOM project met for two days in Malta for a scheduled working session on Tuesday and Wendsday of this week. The meeting was organized to discuss the state of every Work Package of the project and set plans for the activities of the next months.

All the partners are experiencing the effects of the global economical contraction that makes more difficult for the municipalities involved in the signature of the Covenant of Mayors to make projects and plan investments for the future.

Nevertheless, the work of the international team progresses and the list of the communities adhering to the Covenant is going to be closed within the end of the year.

The network of Energy Front Offices is beginning the activity on the field and the technicians will be now engaged in the support to municipalities in the writing of the Sustainable Energy Action Plans, a process that will end in the autumn of 2012.

 

Next ENESCOM meeting

The Local Councils’ Association will be hosting the fourteen participants of the ENESCOM project in Malta during the 25 and 26thOctober 2011.

Through the ENESCOM project, the LCA has assisted four Local Councils – Qormi, Mellieha, Victoria and Qala to adhere to the Covenant of Mayors and also prepare their Sustainable Energy Action Plan. Staff from these four Local Councils has been trained to provide information on renewable energy solutions and opportunities as well as the offices of these four Local Councils and that of the LCA, will serve as an information point where educational material can be collected by citizens.

A special information stand will soon be made on display at these five offices.

 

EEEF Fund launched

The European Commission, the European Investment Bank (EIB), the Cassa Depositi e Prestiti (CDP) and Deutsche Bank announced the launch of the European Energy Efficiency Fund (EEEF).

The EEEF aims to provide market-based financing for commercially viable public energy efficiency and renewable energy projects within the European Union.

The fund is the centrepiece of a new sustainable energy facility that the European Parliament and Council of Ministers agreed to launch using unspent funds from the European Energy Programme for Recovery for a new sustainable energy facility.

It will support EU member states in meeting their objective to, by 2020, reduce greenhouse gas emissions by 20%, increase renewable energy usage by 20%, and lower energy consumption through a 20% improvement in energy efficiency. It will target the substantial potential for energy efficiency and small scale renewable energy in the European public sector.

Second day of work for the Enescom partners in Patras. Today the focus was mostly on communication issues and the development of the "Enescom Prize". Many new concepts on the table will probably lead to an interesting evolution of the "Prize" idea. In the next weeks the Partners group will decide the remaning details of the launch of the Prize in the late Autunn this year.

A planned intermediate meeting is taking place in Greece (Patras) today and tomorrow (14th and 13th July 2011). The international partners of the project are meeting to discuss about the evolution of they work and make programs on next activities.

At the count today 54 municipalities are planning to join the Covenant of Mayors (many have already signed on) and the project seems not far from reaching one of the main output.

In Autumn 2010, Issue 1 of Sustainable Energy Communities NEWS introduced the five Intelligent Energy - Europe (IEE) Sustainable Energy Communities (SEC) projects that have joined forces to promote innovative local action to inspire cities and regions to meet EU targets for 2020 on greenhouse gas emissions, energy efficiency and use of renewable energy.

The second newsletter, now on-line, provides an update on the activities of the five projects - ENNEREG, Energy for Mayors, City_SEC, come2CoM and ENESCOM – during their first year since May 2010, highlighting specific actions in Regions and Communities throughout Europe.

 

Record of CO2 emission

Energy-related carbon-dioxide (CO2) emissions in 2010 were the highest in history, according to the latest estimates by the International Energy Agency (IEA).

After a dip in 2009 caused by the global financial crisis, emissions are estimated to have climbed to a record 30.6 Gigatonnes (Gt), a 5% jump from the previous record year in 2008, when levels reached 29.3 Gt.

In addition, the IEA has estimated that 80% of projected emissions from the power sector in 2020 are already locked in, as they will come from power plants that are currently in place or under construction today.

Energy for Mayors meeting

The meeting "Energy for Mayors" organized in Genoa (It) last week was particularly focused on the role of the Support Structure for the Covenant of Mayors and saw an intense exchange of experiences and information.

The speakers presented many examples of strategies and actions from communities already engaged in the drawing up of SEAPs or that are already implementing the plans. Particularly useful were the explanations given by the officer of the Joint Research Centre of the European Commission regarding the definition of the energy  baseline of communities and the opportunities of funding local actions.

Worldwatch's Energy & Climate team last week released its new newsletter, CONNECTED, which aims to showcase low-emission development from a transatlantic perspective. The first edition of CONNECTED highlights the enormous opportunities as well as some of the remaining barriers in the effort to build climate-compatible economies in Europe, the United States, and beyond. The newsletter will be released four times a year and is a joint project of the Worldwatch Institute and the German think tank adelphi.

IT: Enescom preparation meeting
